US Congressmen call on President

US Congress delegationA delegation of three American Congressmen, who arrived in Sri Lanka, called on President Mahinda Rajapakse on October 20. Earlier they met Defence Secretary Gotabhaya Rajapakse who explained the government measures for development and peace. They also visited the North where they held discussions with the Government Agent and gathered information on rehabilitation, resettlement and development.  

The delegation comprised of three Congressmen. They are Albert Benjamin, Jack Kingston and Joseph Schuler. The US delegation was on an invitation by the Lankan External Affairs Ministry.

Govt-TNA’s 12th round of talks

The 12th round of talks between the Government and the Tamil National Alliance took place on October 20.


Tamil National Alliance Leader R.Samapnthan observed that his party made it clear to the Government side during the talks that certain administrative measures such as registration of land in the North and East, the amalgamation of the Welioya divisional secretariat with Mullaitheevu district will hinder the ongoing talks for a solution.


Speaking to the Media, Sampanthan stated that they stressed the need to resettle the displaced people in the high security zones such as Sampoor and Vaigamam. It was also pointed out to the government that the assurances given earlier during the talks have not been carried out.


Minister of External Affairs G.L.Peiris and Parliamentarian Sajinvas Gunawardena represented the government at the talks, while Parliamentarians R.Samapanthan, Mavai Senathyraja, Suresh Premachandran and A.Sumanthiran together with President’s Counsel Kanag Ishwaran represented the TNA.   

More teeth to District Secretaries

The government has decided to give ore teeth to the District secretaries. The Divisional secretaries will also be permitted to use the designation of government agents. Further, they will be empowered to function as Additional Secretaries to Ministries in their areas.

 

The objective of the Bill is to keep pace with the government’s development projects. The Bill embodying these proposals will be placed before Parliament. The proposed Bill will be presented by the Ministry of Public Administration and Home Affairs.

Land Registration; Minister Tennekoon explains

Minister of Lands and Land Development Jnaka Bandara Tennekoon stated that the registration of lands is part of the country wide program which has started with North and East. There are no clandestine operations under this arrangement. It is a legitimate process.

 
Minister Tenekoon explained while holding a Press Conference at the Ministry office that 8000 acres of land at Killinochi and 200 acres of land at Mullaitheevu were given to the Sri Lanka Army for agricultural training.

 

He assured that there was absolutely no legal obstacle or restriction in the allocation of lands on either side of the A9 High Way to those who owned it. He said that the protest staged by the TNA is regrettable.

New Japanese Ambassador Nobuhito Hobo presented his credentials to President Mahinda Rajapakse recently. He succeeds Ambassador Kunio Takahashi who left Sri Lanka on 9th October.


Ambassador Hobo is the twenty-first Japanese Ambassador in Sri Lanka since diplomatic relations was established between the two countries in 1952. Equipped with a wide experience in the Economic Cooperation Bureau and JICA behind him, Ambassador Hobo is hopeful that he would be able to contribute positively towards further promoting bilateral relations between the two countries.

The Ministry of Defence has been re designated as the Ministry of Defence and Urban Development. A gazette notification has been issued, according to reports.

 

The re designation reflects the current functions of the Defence Ministry which include the management of Urban Deevlopmen Authotity. The UDA had been taken over by the Defence Ministry for efficient management and for beautification programs.

Israeli soldier Gilad Shalit released; 1000 Palestinian prisoners to be freed

Hamas released 30 year old Israeli soldier Gilad Shalit, who had been taken captive in 2005, in exchange for the release of 1000 Palestinians, who were convicted for deadly attacks on Israelis and held in Israel.  

 

Israel released four hundred and forty seven prisoners during the first stage, while the rest are to be released within two months. The released Palestinian prisoners were received with joy in Gaza, while the released soldier joined his father.

Sri Lanka is set to face Pakistan in three Tests, five one-day internationals and a Twenty20 match.

 

The Pakistan-Sri Lanka series in UAE will be a unique one. This is the first time a full series is played in a neutral venue.

 

Sri Lanka take on Pakistan in first Test from Tuesday (18 Oct) at the Zayed Cricket Stadium in Abu Dhabi.


Sri Lanka have struggled in bowling in Tests since the retirement of spin wizard Muttiah Muralitharan. Sri Lanka  have also missed Lasith Malinga who retired from Test cricket earlier this year because of injury problems.


Sri Lanka have five fast bowlers for the three-Test series against Pakistan, Dilshan hopes the pacemen will help his team end a victory drought.


Skipper Dilshan said,"The future for our success lies with our fast bowlers. In the spin department only Herath has proved himself a top-quality bowler"


Pakistan captain Misbah-ul Haq said Sri Lanka were still formidable even without Murali."There is no replacement for Murali, a guy who can take ten wickets in almost every Test. It does make a difference but again, they are a very good side even without Murali.


Pakistan and Sri Lanka have played 15 Test series since 1981 — Pakistan have won seven, Sri Lanka emerged as winners in four and four were drawn.

Muzammil sworn in as Mayor of Colombo

The United National Party A.J.M.Muzammil was sworn in as Mayor of Colombo and Titus Perera was sworn in as Deputy Mayor of Colombo at a ceremony held at Opposition leader’s office on Monday.


Muzammil obtained the highest number of preferential votes with 55,448 in the Local Government election which was held on October 8.

President Mahinda Rajapakse inaugurating the ‘Language and Social Cohesion’ Conference at Galadari Hotel on Monday, stressed the role of language in social integration. It was organized by the Ministry of Language and Social Integration in collaboration with GTZ and British English Project.  


He stated that language is a means of communication and understanding. Lanka has had the bitter experience as to how it could have negative effects of division and disunity if not handled prudently.


He went on that his government is committed to the policy of making Lanka a tri lingual country with English as a link language. English is essential for our children to access knowledge. We need such a language policy for global employment opportunities and economic development.


Minister of Language and Social Integration Vasudeva Nanayakara, Australian High Commissioner Kathy Klugan and Tony Relie Country Director of British Council were also present.

"Principals must ensure children’s safety":Thondaman  

Ceylon Workers’ Congress Leader Minister A.Thondaman outlined to the education officials, principals and teachers their duty to ensure the safety of the children at school and cautioned that any default on their part can have serious consequences.

Minister Thondaman stated that he was shocked at the sorry plight of the large number of children, who have been hospitalized due to food poisoning following a school event in Talwakela. They have consumed meals at schools.  

Addressing a meeting of Principals, Directors of Education in Kottagala and Hatton and Education officials of the Central Province, he directed that hereafter school halls should not be released for private functions. If the hall is needed for any important event, permission must be obtained from authorities. Food served to school students must be examined by Public Health Inspectors. Uphold people’s trust:President tells local govt heads

 

President Mahinda Rajapakse has advised the newly elected heads of local bodies to uphold the trust reposed in them by the people by serving them with dedication. If they find it impossible, they must make way for others who can.


He added that although they had campaigned hard to win the preferential votes, they should work as a team putting an end to personal feuds. They should ensure that people’s aspirations become a reality.

 

President Rajapakse was addressing the ceremony at Temple Trees at which heads of 22 local bodies were sworn in. Several ministers were present.

Law and order situation deplorable:Ranil

Opposition Leader Ranil Wickremasinghe has stated that the law and order situation in the country is deplorable. It has collapsed. The main reason is the abolition of the seventeenth amendment and the introduction of the 18th amenment.


He made this observation while addressing the supporters of the United National Party who had worked to secure the victory in the election for Colombo Municipal Council. Colombo Mayor M.Muzammil was also present. The meeting was held at the office of the Opposition Leader.


Recalling several incidents that have taken place in the recent past, he stated that the new enactment has led to this situation of inaction by the police. The UNP worked hard for the independent commission. 18th amendment is a draconian  legislation.

Talawakela students affected by food poisoning  

 

Around two to three hundred students who were affected by food poisoning have been admitted to several hospitals in the hill country for immediate treatment.

They have complained of food poisoning after they part took meals at a World Childrens’ Day held at a school in Talawakela. Around 500 students from 5 schools participated.

The students were taken to hospitals in Dickoya, Happutale, Nuwaeraeliya, Lindula, Kottagala in ambulances for urgent medical treatment. Ceylon Workers Congress sources told Omlanka that CWC Leader, Minister S.Thondaman has contacted the respective hospital authorities and the government officials for relevant assistance to the students and the parents.   

Independent Judiciary, a beacon of constitutionalism:Param

Param Cumaraswamy, a reputed Advocate and Solicitor, has observed that an independent judiciary should remain the beacon of constitutionalism in a democracy.

 

He was delivering the 14th Dudley Senanayaka memorial oration on ‘ An independent judiciary; a beacon of constitution in a democracy’. Prime Minister D.M.Jayaratne was the Chief Guest.

 

He stated that constitution is the charter of a nation. It enshrines the basic fundamental liberties of the citizen. It remains a living instrument through creative judicial interpretations, which nurture it, which nourishes it. An independent judiciary and an independent Bar are twin pillars of the rule of law.

 

He went on that it is Courts that stand between authoritarianism and the individual liberty. Judiciary plays a great role in times of crisis. Three organs of the State, the Legislative, the Executive and the Judiciary, must exist in harmony with each other. But it is manifestly and undoubtedly the function of the judiciary to decide what the law is, whether the Executive acted in accordance with the law, whether the Parliament had the competence to pass the legislation. Thus the judiciary can set aside an Executive decision as bad in law or declare a statute invalid.

 

He explained that such interpretations of the law by the Courts should not be seen as interference by the judiciary. It plays the role of an arbiter in disputes not only between citizen and citizen but also between the citizens and the State. Then only the Parliamentary democracy is meaningful.

Litigation over Buddhist Monk’s application for driving license

 

Supreme Court dismissed the appeal by Commissioner of Motor Traffic to challenging the order of the Court of Appeal that said the Commissioner of Buddhist Affairs need not be a party in a writ application filed by Dr.Paragoda Wimalwanse Thera of Sri Sakyamuni Viharaya, Kudavakaduwa.

 

In his writ application, the petitioner Monk has challenged the refusal by by the Commissioner of Motor Traffic to issue an application to him.

 

Supreme Court directed the Court of Appeal to hear the applications by the intervenient applicant Dayakka Sabhas on its merits before hearing the writ.


The Bench comprised Justice N.G.Amaratunga, Justice K.Sripavan and Justice Chandra Ekanayake.


Deputy Solicitor General Janak de Silva appeared for the appellant Commissioner of Motor Traffic, while Attorney at Law A.P.Niles supported the writ application.  

Vietnam opens Embassy in Sri Lanka

Visiting Vietnam President Truong Tan Sang ceremonially opened his countries Embassy here on Saturday in order to strengthen bilateral ties.


Prime Minister D.M.Jayaratne, who was the Chief Guest at the opening ceremony Said, "We are extremely happy to establish this symbol of our close relationship".

 

Vietnam President underlined that it is time to lift bilateral cooperation, especially at a time when Sri Lanka has restored peace after years of civil war.

Oxford educated 55 year old Parliamentarian Phillip Hammond has been appointed as UK Defence Secretary in a mini cabinet reshuffle. He has been a front bencher MP since late nineties. He picks up the baton from Liam Fox.

 

The new appointment has been made following UK Defence Secretary Liam Fox bowing to the inevitable and resigned from his post over allegations of his working relationship with friend and self styled Advisor Adam Werrity. There were revelations of Werritty either accompanying him or meeting him on at least 18 foreign trips, according to reports.

China to assist Colombo Defence Service College

People’s Republic of China and Sri Lanka inked an MoU to provide material assistance to Defence Service Colleeg, Colombo. The assistance is to be worth of yuan 10 million. The assistance will be for upgraded laboratory facilities, multi media unit, ICT etc.  

 

The MoU was signed in the presence of Defence Secretary Gotabhaya Raajpakse at the Defence Ministry on October12. The Chinese delegation was led by Chief of Foreign Affairs Maj.Gen. Qian Lithua Sigmon.

UK Defence Secretary Liam Fox has resigned from his post following allegations over his working relationship with fried and self styled Advisor Adam Werrity.

 

In his letter of resignation to British Prime Minister David Cameron, Fox stated,
‘As I said in the House of Commons, I have mistakenly allowed my personal interest and my government activities to become blurred.’ Earlier he apologized to Members of Parliament. His successor is to be named shortly.

India beats England by 126 runs

Australia abandons Malaysia swap asylum plan

Australia has given up its asylum plan known as ‘Malaysia swap’ to send the asylum seekers arriving by boat to its country to Malaysia and process the asylum application. Hereafter, Australia will process asylum seekers on shore. Australian Prime Minister Julia Gillard has announced it.  

 

Australian government has taken this decision since it could not get the required support from the opposition to pass it in the legislature. Earlier, Courts held that the asylum seekers should not be sent to Malaysia. It needed the sanction of the Parliament. Furthermore, Malaysia is not a signatory to the UN Refugee Convention. The government moves to get support from the opposition have been unfruitful. Presently, the asylum seekers are detained at Christmas Island and their asylum applications are processed.

Rajaratnam sentenced to 11 years imprisonment

 

Raj Rajaratnam, Galleon Group Founder, convicted on 14 counts for insider trading was sentenced to 11 years of imprisonment by Manhatton Court on October13. The 11 year sentence is the longest of the sentences delivered for insider trading during the last 20 years.


Although the prosecution advocated the maximum sentence of 20 years for the convict Rajaratnam, US District Judge Richard Holwell took a humane angle into consideration in determining the quantum of sentence.


Judge Holwell referred to Rajaratnam’s ill health, his advanced diabetes, the need for him to have a kidney transplant in the course of the judgment.


Bench also considered Rajaratnam’s charity work when Judge said, ‘ the defendant’s responsiveness to and care for the less privileged’. In particular, the Judge referred to Rajaratnam’s help for earthquake victims in Pakistan on September11.

The simple wedding ceremony took place at the seventeenth century Dzong Monastry in Punakkha, while Buddhist monks chanted. The popular king’s wedding was watched by the people in the remote village with glee.

President meets Media at breakfast

 

President Mahinda Rajapakse met the Editors of National Newspapers and Electronic Media Managers at breakfast at Temple Trees on October 13 and discussed the current political situation in the country and outlined the government’s proposals.   

 

On the question of law and order, he stressed categorically that his government is determined to disarming all those possessing unauthorized arms. The operation against under world elements will be continued till the end. Although political violence is not of a recent origin, it must be stopped. We are doing everything possible.

 

He spoke of the need for providing facilities to parents to provide education to their children without sending them abroad. In that context, private medical college proposal was necessary. But, the request made by the GMOA that they should live up to the specifications has to be adhered to.

 

He stated that Colombo Municipal Authority will be set up without prejudice to the functioning of Mayors and Deputy Mayors.

 

As regards the issue of fishermen, the matter will be addressed by the Indo Lanka Joint Working Committee on Fisheries.

 

Addressing the national question, he explained that the Parliamentary Select Committee would be the best forum to find a solution, but the talks with the Tamil National Alliance will continue. They must speak in one voice.

Looking at the growing rate of dengue patients in the Punjab province of Pakistan, the High Commission of Pakistan in Colombo requested the Sri Lankan government to provide trained personnel to visit Pakistan for immediate assistance and training of Pakistani medical and paramedical staff to help combat and control the spread of disease. The showcasing of the Buddhist art and architecture in Pakistan reveals that despite being a Muslim country, it has preserved the architectural sites of other religious groups. Fasting Buddha statue at the Pavilion is another highlight.

Bharatha Lakshman killing; suspect remanded

 

Colombo Magistrate remanded Police Constable Anura Thushara de Mel, a suspect in the murder of Presidential Advisor and Ex Parliamentarian Bharatha Lakshman Premachandra on the local polls day at Mulleriyawa.


The suspect was produced in Court by the CID. Court also allowed an application to produce the suspect for an identification parade.

SC dismisses FR challenging PTA regulations

Supreme Court that heard the Fundamental Rights Application filed by TNA Parliamentarian Mavai Senathyraja challenging the PTA regulations dismissed them upholding the preliminary objection raised by the Attorney General.


In his Fundamental Rights Application filed by Attorney at Law A.Sumanthiran, Mavai Senathyraja pleaded that the gazette notification of regulations 3,4 and 5 of 2011 relating to remandees, detainees, surrendee care and rehabilitation be declared null and vioid.

 

Deputy Solicitor General Shavindra Fernando raised a preliminary objection and argued that the petitioner had no locus standi. The petition has not cited the relevant parties.

Sri Lankan refugees return by ferry from India

 

A group of 37 refugees (15 families) arrived by commercial ferry in Colombo on Wednesday morning.


Basil Rajapaksa, Minister of Economic Development participated in the welcome ceremony to receive the first group of Sri Lankan refugees returned to Sri Lanka from India by ferry. 

 

Vinayagamoorthy Muralitharan, Deputy Minister of Resettlement, Michael Zwack, Representative of United Nations High Commissioner for Refugees in Sri Lanka and Ms. Jennifer Pagonis, the UNHCR Deputy Representative in Sri Lanka were also present at the welcome ceremony.


Among the first arrivals by ferry were some refugees returning after more than two decades in India.


Refugees returning under UNHCR's voluntary repatriation programme receive a standard reintegration grant as a first step towards helping them restart their lives.


According to the Indian government, 69,000 Sri Lankan refugees still live in 112 camps in Tamil Nadu.

No entry to UK if NHS charges unpaid  

 

International visitors to the UK who fail to pay bills of £1,000 or more for NHS medical treatment will be refused entry to, or permission to stay in the UK until this debt is paid off, Immigration Minister Damian Green announced earlier this week.


The NHS will provide information that will enable the UK Border Agency to identify those who have not paid their bills. When they apply for permission to return to, or remain in the UK, their applications will be refused. The change will be phased in from 1 November 2011.


The £1,000 threshold is expected to capture 94 per cent of outstanding charges owed to the NHS. This change follows consultations carried out last year by the UK Border Agency and the Department of Health.  A 2009 review set out to examine the rules on charging overseas visitors for access to NHS services in England.

TNA to hold token fast

 

Tamil National Alliance is to hold a token fast in Vavuniya UC grounds on Saturday from morning to evening as a protest against certain measures taken by the government.  
The token fast is a gesture of protest against the demarcation of the boundaries in the district of Mullaithhevu to accommodate a new divisional secretariat, the registration of lands in the north and the alleged colonization.


The decision for a token fast was taken at a meeting of the representatives of the parties in the Tamil National Alliance, namely Thamil Arasu Katchi, Tamil United Liberation Front, Ella Makkal Puratchikara Viduthalai Munnany, amil Ella Viduthalai Iyakam etc.  

 

Attack on Indian fishermen distressing:Jayalalitha

Tamil Nadu Chief Minister Jaayallitha has observed that the recent attack on Tamil Nadu fishermen by Lankan Navy or miscreants is rather distressing. It is a livelihood problem of the fishermen. She has stated this in her letter to Indian Prime Minister Dr.Manmohan Singh.

 

She was referring to reports that the Tamil Nadu fishermen who ventured out to sea from Mandapam were chased away by firing in the air on Oct8.


She has requested the Central government not to consider the problem of the Tamil  Nadu fishermen merely as an issue confronted by the State but as a national issue in the larger perspective.     

 

President declares open Vajirashrama Buddhist Centre  

 

 President Mahinda Rajapakse declared open the Vaira Shrama Buddhist Centre in Colombo at a simple religious ceremony. He handed over a memento to the Head of the Buddhist Centre Rev.Ven.Valinapaha Somananda Thera.


President Rajaapkse offered Ataprikara to the Maha Sangha, according to traditions.
Colombo Archibishop Dr.Malcolm Cardinal Ranjith, religious heads of other religions, Parliamentarians and several others were present.

 

Sampanthan meets Mathai

 

Tamil National Alliance Leader R.Sampanthan met Indian Foreign Secretary Ranjan Mathai and briefed him of the progress of the Government TNA dialogue for political solution and also the problems of the Lankan Tamils. The discussions between them lasted for a one and a quarter of an hour.

Sampanthan told the media that during the talks, he stressed the need for India to prevail upon Colombo to resettle the people displaced from Sampur in their fertile lands and that they should not be relocated in areas other than their original places of residence.

He added that he explained to him that the people of Sampur, who lived in their traditional lands were displaced, are presently living temporary camps without adequate facilities. It was assured that they would be resettled in their own lands after demining. But it has not been honoured. 

Machineries to boost irrigation

 

Machineries were handed over by Minister of Economic Development Basil Rajapakse to several ministries, departments, corporations and statutory bodies in order to promote irrigation development in rural areas under a program to renovate tanks in the island.


Minister of Irrigation and Water Resources Nimal Siripala de Silva, Minister of Agrarian Services Lasantha Alagiyawarna and others were present at the ceremony that took place at Galle Face.

Mathai suggests India and Lanka encourage deep sea fishing  

 

India’s Foreign Secretary Ranjan Mathai has observed that both India and Sri Lanka need to look at ways in which they can encourage deep sea fishing. In the deeper seas of Indian Ocean there are fishing grounds largely exploited by fishing trawlers of non littoral countries. In the interim, we need to find solutions to the problems of the fishermen.    


Foreign Secretary Ranjan Matahi made these observations, while addressing the Indian media in Colombo.


He underlined that the fishermen issue of both countries must be viewed as a question of livelihood. The whole issue has to be studied as a livelihood matter. The issue has to be examined in terms of what is sustainable in the long run. The Lankan government has denied attacks on the Indian fishermen. There must be need for investigations to ensure that they do not recur.


He stressed the need to summon the meeting of the Joint Working Group on Fisheries to sort out misunderstanding.  Referring to the housing project with Indian aid, he admitted that there was a slow process. 50 houses are ready for occupation. Another 600 houses are in different stages of completion.

Addressing the media, Muzammil thanked the Colombo city voters and observed that people of all communities have supported him at local polls. He promised to make the Capital city of Colombo a beautiful and clean place to live in. He expressed the view that he could run the Council without seeking any alliance with any political parties.

Indian Foreign Secretary calls on President

 

Indian Foreign Secretary Ranjan Mathai called on President Mahinda Rajapakse at the Janathypathy Manthraya on October 11.


This is the first foreign visit of Mathai after he assumed duties as Foreign Secretary succeeding Nirupama Rao. The discussions centered on bilateral, regional and global issues.   


Indian High Commissioner Ashok Khantha, Indian External Affairs Ministry official Varadhan Shringala, Minister Douglas Devaannda, Lankan Foreign Secretary Karunatileke Amunugama and Presidential Secretary Lalith Weeratunge were also present.

Interview for NHS Director General deferred

 

Health Ministry Secretary Dr.Ravindra Ruberu has undertaken to defer the interview for the selection of Director General of National Hospital until the listing of the Fundamental Rights Application by the Supreme Court. This was conveyed to the Supreme Court by the Attorney General.

 

Deputy Director Dr. Sujatah Senaratna has filed a Fundamental Rights Application that her application has been refused for consideration and it was mala fide act. She has sought an order directing that her application be considered for selection.

SLMC wins Kalmunai MC

 

Sri Lanka Muslim Congress has won the Kalmunai Municipal Council in the Digamadulla district. SLMC secured 11 members, while Tamil National Alliance won 4 members, UPFA 3 members and the UNP 1 member.


During the campaign, SLMC Leader Rauff Hakeem stated that his party was determined to capture power in the Kalmiunai polls to ensure development. TNA Leader R.Sampanthan in his appeal assured that the TNA is committed to the concerns of the Muslims and also the Sinhalse in the North and East while seeking a political solution.

UPFA has won the 3rd phase of local polls by securing 21 out of 23 local government bodies.  2568 members of the UPFA have been elected. The polls were held in 13 electoral districts.

It has won the Municipal Councils of Anurathapura, Badulla, Dehiwela,..Mount Lavinia, Sri Jayawardhanapura Kotte, Moratuwa, Galle, Negambo, Gampaha Hambantota, Kandy, Kurunegala, Matale, Matara, Nuwar Eliya and Ratnapura. It has lost the Colombo Municipal Council to the UNP.  It has also won several Urban Councils and pradesa sabas.

The main thrust of their canvassing was development and implementation of the Mahinda Chinthanaya. It also assured that the shanty dwellers will not be evicted.
